Director of Title IX and ADA Compliance

Texas Lutheran University invites applications for the position of Director of Title IX & ADA Compliance. This position works with the Vice President for Student Affairs in leading oversight of TLU’s compliance with legal, regulatory, and policy requirements relating to sex and gender discrimination (including Title IX, VAWA, Clery Act, state and local laws), civil rights discrimination (including Title VI, Title VII, ADA/504, ADEA, state and local laws) and ADA accommodations and compliance for students, faculty, staff, third-party vendors, and visitors. The Director of Title IX Services and ADA Compliance will serve as the Senior Deputy Title IX Coordinator; design and implement appropriate Title IX and sex and gender discrimination, and civil rights discrimination training efforts; serve as the primary point of contact regarding concerns and inquiries on ADA and accommodation issues; coordinate responses, investigations, and resolutions to reports or complaints; coordinate sexual violence prevention and advocacy programming, including awareness months/days; review and revise appropriate policies, procedures, and forms; track all appropriate statistics and compose written reports required by university policy, federal, and state regulations; and maintain all related logs and records.
Responsibilities include:
- Oversee, in coordination with the Vice President for Student Affairs and Title IX Coordinator, the investigation and resolution process for all reports of sex and gender discrimination and civil rights discrimination involving members of the university community and campus visitors. Includes: intake of reports or complaints; providing support services and resolution options to involved parties; overseeing or conducting formal investigation or informal resolution interviews; writing investigation reports; testifying at resolution hearings; maintaining investigation information and documentation; monitoring timeframes and compliance of investigations; and advising the Vice President for Student Affairs and Title IX Coordinator.
- Maintain centralized repository for all reports and complaints, investigations, informal resolutions, and centralized records. Ensure maintenance of data and records as required by the university and state and federal laws.
- Work collaboratively with Human Resources, Academic Affairs, Athletics, Student Conduct, TLU Police Department, and outside counsel on policy creation and revisions, procedures for investigations, hearings and/or appeals, and compliance/prevention educational training.
- Establish database of trained investigators to conduct investigations as needed. Provide training for all investigators on an annual basis or as deemed appropriate by institutional need and federal and state regulations.
- Compose quarterly and annual THECB reports for Title IX Coordinator, university president, and Board of Regents review; contribute to the coordination and completion of other reports mandated by Federal, State, and local agencies; and assist in the analysis and/or preparation of reports indicating report or complaint trends and university climate based on collected data.
- Serve as the primary point of contact regarding concerns and inquiries on ADA issues and working with faculty members to coordinate accommodation requests.
- Serve as subject matter expert on Title IX, Title VI, Title VII, ADA, and related laws and regulations for their implementation by keeping informed of current research and legal decisions.
- Coordinate and provide training on Title IX compliance and educational prevention programming for faculty, staff, and students on their rights and obligations under TLU’s policies, Title IX, VAWA, and pertinent state and federal laws.
- Create and maintain all mandatory public postings, online reporting and website informational pages, and physical publications, including the Title IX Services annual report.
- Coordinate the sexual violence prevention and advocacy function (Take a Stand!), including planning and implementing programming for awareness months; composing a monthly newsletter; monitoring/managing social media; appearing before local city councils and county commissioners and other governmental agencies; creating and maintaining partnerships with local agencies, including not-for-profits and school districts; managing and teaching individual classes for the “Don’t Cancel Class” initiative and/or Take a Stand! co-curricular module.
- Collaborate and work closely with the Director of Counseling and Accommodations in regard to programmatic and compliance related matters associated with ADA.
- Represent the university in a positive manner to the public and in the media through city council and county commissioners court meetings and local community organizations.
- Work as a team player, supporting and assisting other departments/employees.
- Identify and participate in resolution of departmental/institutional problems with continuous quality improvement as a goal.
- Support the mission of Student Affairs at the institution.
- Coordinate Title IX Team meetings (bi-weekly) and retreats (annually), including agenda preparation and leading meetings, as needed.
Position requirements:
- Bachelor’s degree required. Master’s degree preferred in Higher Education, criminal justice, psychology, human resources, or related field.
- Minimum three to five years progressively responsible, full-time experience in student affairs and/or higher education.
- Prior experience working with Title IX programs and ADA accommodations in an academic setting.
- Knowledge of federal (Title IX, Title VI, Title VII, VAWA, Clery, ADA/504, ADEA, etc.) and state laws (Texas Education Code, Texas Administrative Code), practices, rules, and regulations related to sex and gender discrimination and civil rights discrimination.
- Thorough working knowledge of college/university systems.
- Knowledge of trauma-informed practices and demonstrated ability to work effectively with survivors of assault.
- Ability to provide effective and appropriate counseling and advice to all levels within the university community, including technical advice and information to faculty and staff within area of expertise.
- Skill in examining and re-engineering operations and procedures, formulating policy, and implementing new strategies and procedures.
- Experience in designing and conducting training and educational programming on relevant topics.
- Ability to work effectively with a culturally, socially, and economically diverse community population with skills in communicating across cultures
- A strong understanding of and appreciation for the mission of church-related higher education, especially in the Lutheran tradition.
- Training in Title IX investigation procedures preferred.
