Parking & Traffic Regulations

Operating any type of vehicle (car, truck, motorcycle) on the campus is regulated by the university police and requires your cooperation with all traffic regulations and safe-driving practices.

General Policy

Operating a vehicle on campus is a privilege granted by the university. The privilege can be withdrawn or restricted after repeated violations of traffic regulations. The university cannot assume responsibility for vehicles parked on campus, nor personal property left inside vehicles; please lock your vehicle at all times. Violations of parking regulations are the responsibility of the person who registered the vehicle on campus or the person who is the legal owner of the vehicle.

Updates As of Fall 2017

Tschoepe Parking Lot: This lot is for faculty and staff only 24-hours-a-day, 7-days-a-week. No students are allowed to park in this area unless they have a handicap permit.

Handicap Parking Permit: Students who have a handicap parking permit will have to register their actual handicap sticker registration number as part of the TLU vehicle parking permit registration process. All vehicles with a handicap parking permit will also have to clearly display that tag ALONG with the registered number showing. There can be no visual obstructions hiding the number. If the tag is improperly displayed, a parking violation will be issued to the driver of that vehicle.

Vehicle Registration

All faculty, students, staff and visitors who are frequently on campus (on campus is anywhere within TLU property borders, including all streets) must have a parking permit tag on their vehicle. Place your tag on the rearview mirror so that the number can be readily seen from the outside of the vehicle; on motorcycles and mopeds, attach the permit to the right front fork. Be sure to report any changes in ownership or personal information for your campus registration. All tags expire at the end of the second summer term each year. Temporary permits may have various expiration dates. The university honors all handicap license plates and issues special handicap permits upon justified request; there are numerous parking spaces reserved for those with handicapping conditions. Parking permit fees are included in the student activity fee. Registration fees are nonrefundable.


TLU bases its regulations on Texas Motor Vehicle Codes, City of Seguin Statutes, and a concern for everyone’s health and safety.

  • The maximum speed on campus is 25 mph unless otherwise posted.
  • All traffic signs and directives of university police officers must be followed.
  • Grassy areas, sidewalks and service drives are not for vehicular traffic or parking except by maintenance or in emergency situations.
  • Residential and commuter students are not to use faculty/staff parking areas between 7:30 a.m. and 5:30 p.m. on Monday through Friday (see the campus map).
  • Visitor parking is for visitors only and this will be enforced at all times.
  • If you have special parking problems (e.g., loading/unloading, disabled vehicle) contact the university police at 830-372-8000 or “0” on campus.
  • Citations or suspension of parking privileges will be given for (a) parking on campus without a current parking permit, (b) improper display of the parking permit, (c) parking at yellow or red curbs, (d) improper parking including parking outside of the painted stripes or on the wrong side of the street, (e) parking in excess of posted time limits.
  • Cars may be towed at the owner’s or operator’s expense for (a) parking within 15 feet of a fire hydrant, (b) parking in a fire lane, (c) double parking or blocking another vehicle, (d) any violation when that vehicle has been issued three or more previous citations, or (e) being immobilized, abandoned, or hazardously parked.
  • Consuming alcoholic beverages or possessing opened alcoholic beverage containers in a motor vehicle on campus is prohibited.
  • All state and local laws regarding the operation of motor vehicles must be observed.

Traffic & Parking Penalties

Violations of TLU traffic and parking regulations can result in fines ranging up to $100; fines are paid in the business office. Students who fail to pay the required fine may have their transcripts withheld and/or may not be permitted to register for classes the next semester and/or may not be allowed to graduate. If you wish to appeal your TLU ticket, you may fill out an appeal request at the Information Center, located in the Alumni Student Center. Your appeal will be directed to the Student Government Association’s Hearing Board.

Citations for traffic violations are assessed by the City of Seguin Municipal Court, 660 TX Highway 46, Seguin, Texas 78155, 830-401-2325.
