RHA Constitution

Mission Statement:
To promote the building of community by providing the residential students of TLU with
a voice, an opportunity to improve their residential environments, a means to build
leadership and a connection between the students and their university.
 
Article I: Name
The name of this organization shall be Texas Lutheran University Residential Housing Association. It shall be referred to as RHA.
 
Article II: Purpose
  1. To act as the official coordinating body for all of the residents ofthis campus.
  2. To address and facilitate the needs and concerns of the residents.
  3. To promote unity and community spirit throughout the campus and surrounding areas using social, service, and fundraising activities and events.
  4. To act as a liaison between residents and administration.
 
Article Ill: Membership
  1. All Texas Lutheran University residents are members of RHA.
  2. Residents may be selected to each housing establishment's community council.
  3. These housing establishment shall be defined as: The North Halls, The South Halls, The New Hall, and The Apartments/Town Houses.
  4. These community councils shall be called upon as part oftheir duty to come together and meet. The collection of community councils shall be as the RHA Governing Council. However, these meetings will be open to residents to voice their opinions and concerns.
 
ArticleIV: Meetings
  1. The RHA Governing Council shall meet as the need arises.
  2. The president or RHA advisor shall call these meetings.
  3. Any member of RHA may be present at meetings and their voice shall be heard
  4. By missing two consecutive or three meetings in a semester without a valid reason, officers, and members of the governing council shall be relieved of their duties and be replaced if necessary for the remainder of the semester.

Article V: Officers of RHA
  1. The officers of RHA shall be appointed
    1. President
    2. Secretary
    3. Treasurer
    4. Historian
    5. NCC
       
  2. RHA shall have an administrative advisor
    1. The advisor has not voting power
    2. The advisor can issue recommendations and participate actively in meetings
       
  3. Officer Duties
    1. President: To preside over meetings, to delegate tasks and duties to other officers, call special meetings, and act as a liaison between administration and students.
    2. Secretary: To take accurate minutes and post them after each meeting shall be in charge of correspondence in cooperation with other members, to assist the president in various duties.
    3. Treasurer: To keep all balance and account information updated and available, to handle all monetary transactions, to make out checks for various activities and service when applicable.
    4. Historian: To take photos and video tape (when possible) all events, to put together a yearly scrapbook for recruiting, advertising, and historical purposes, and to keep a record of past conference attendance, officers, etc.
    5. National Communications Coordinator (NCC): To represent the TLU RHA at all state, regional, and national organization meetings, to keep monthly communication with state, regional, and national organizations (newsletter), and to perform the duties outlines by the state, regional, and national organizations.
       
  4. Election of Officers
    1. Officers shall be elected at the first fall RHA meeting.
    2. They shall be nominated at a closed-door meeting of the Governing Council
    3. They shall be elected by a majority secret ballot vote at this meeting. In the event of a tie, it is at the discretion of the council whether a revote shall take place, or if the office should be jointly held.
    4. Campaigning shall be allowed at this meeting with speeches limited to one minute.
    5. Once appointed, they shall immediately take office.
 
Article VI: Rules of Order
  1. The meetings shall be governed loosely by parliamentary procedure.
  2. Voting shall be done by members of the RHA governing council. Each community council shall have the equivalent of two votes on campus wide issues regardless of the number of delegates that attend a meeting.
  3. The president can only vote in the case ofties, in which their vote is the final
  4. These issues can then be brought to the entire RHA membership if the entire campus is affected, or to individual housing establishments if that area is affected.
  5. A quorum of at least two members from each housing establishment must be present.
 
Article Vll: Ratification
  1. The constitution must receive a 2/3 vote from the RHA Governing Council to be ratified.
  2. The constitution may be amended.
 
Article Vill: Amendments
  1. Amendments can be presented to the RHA Governing Council by any member of this council.
  2. Amendments shall require a maiority voted to be adopted.
